1.论坛简介

本届论坛的主题是“一带一路”10年历程及其对“一带一路”沿线国家人力资源和经济高质量发展的影响。汉代的古丝绸之路是130年第一条连接东西方的洲际路线。公元前的战略目的是促进古代供应链和物流,主要是通过促进600多年前欧洲和亚洲之间的贸易以及知识和技术。大约10年前,习近平总书记提出“一带一路”倡议(OBOR)(2013年启动),重新点燃了这条战略“古道”,该倡议重点关注人口和可支配收入较高,但缺乏有组织的市场和连通性以促进贸易业务的贫困国家。“一带一路”倡议是一项连接各国人民、为世界和平提供各种机遇的历史性倡议。“一带一路”倡议提出了政策沟通、设施联通、贸易畅通、资金融通、民心相通等重要目标。“一带一路”倡议对沿线国家设计和发展高质量经济和人力资源开发具有战略意义。高素质人力资源是一个国家人力资源的重要组成部分,是经济可持续增长的重要组成部分。开发高素质的人力资源,本质上就是培养和完善具有特定职业的专业技术素质的员工,使他们能够创造性地运用所获得的知识和技能。发展高素质人力资源,是推进科技创新开发和应用,调整经济结构,转变经济增长方式,主要是创造有回报、有效、可持续发展的先导。知识经济的重大转变和全球化、国际经济一体化的现状,对人力资源,特别是优质人力资源的需求越来越大。有研究进一步强调,各国要迅速发展经济,必须依靠三个基本支柱,即采用技术创新、发展现代基础设施和提高人力资源质量。从本质上讲,可持续经济发展最重要的驱动力是人力资源,即高质量的人力资源开发(投资和开发的人,具有技能、知识、实际的专业经验和创造能力,成为“人力资本”)。更重要的是,人力资源开发是提高劳动生产率、为职业发展和经济社会稳定打下良好基础的重要方向。因此,开发高素质人力资源和发展经济是“一带一路”沿线国家的必然趋势和重要要求。政策协调、设施联通、贸易畅通、资金融通、民心相通等“一带一路”重点政策目标,成为“一带一路”国家发展可持续优质人力资源和经济的基本策略。

因此,此次会议的目的是为研究人员和学者提供一个丰富的学术环境,讨论、分享和提出“一带一路”倡议提出10年以来对“一带一路”沿线国家和其他国家高质量人力资源和经济创新发展的影响。我们诚邀学者和研究人员在本次国际论坛上发表主旨演讲,分享和激发人们对论坛主题及其他领域的研究兴趣,包括但不限于:

NOTICE OF THE BELT AND ROAD INITIATIVE (BRI) HIGH-QUALITY HUMAN RESOURCES AND ECONOMIC DEVELOPMENT INTERNATIONAL FORUM

(BRI-HQ-HREDIF 2023)

1. About the Forum

The Belt and Road Initiative (BRI) High-Quality Human Resources and Economic Development International Forum is under the theme: 10 Years of BRI and Its Impact on the High-Quality Economic and Human Resources Development of BRI Countries.

The ancient silk route during the period of the Han Dynasty was the first intercontinental route connecting East and West in 130. BC with a strategic purpose to boost ancient supply chains and logistics chiefly through the promotion of trade along with knowledge and know-how between Europe and Asia for more than 600 years ago. President Xi Jinping rekindled this strategic “ancient route” through the introduction of the One Belt, One Road (OBOR) (Launched in 2013) about 10 years ago which focused on needy countries that have a higher population and disposable income but lack organized markets and connectivity to boost trade business. One Belt One Road (OBOR) initiative is a historical initiative that connects people over the world and facilitates various opportunities for global peace.

The BRI was initiated with key goals such as policy coordination, facilities connectivity, unrestricted trade, financial integration, and people-to-people bond.

The BRI has strategic implications for the design and development of high-quality economic and human resource development in the BRI countries. High-quality human resources are an integral part of a country’s human resources and a critical component for sustainable economic growth. Developing high-quality human resources, in essence, is developing and perfecting the employees with professional and technical qualifications for a specific profession to apply the knowledge and skills acquired creatively. The development of High-quality human resources is the precursor to the promotion of the development and application of science and technological innovations, restructuring the economy, transforming the economic growth model, and chiefly creating repaid and effective and sustainable development. The momentous shift to a knowledge-based economy and the current situation of globalization, international economic integration, and human resources, particularly high-quality human resources have been increasingly desirable. It has further been emphasized that countries that want to develop their economies rapidly must depend on three fundamental pillars such as the adoption of technological innovations, the development of modern infrastructure, and improving the quality of human resources. In essence, the most important driver of sustainable economic development is human resources i.e. high-quality human resource development (people who are invested and developed, with skills, knowledge, hands-on professional experience, and creative capacity to become capital - human capital, human capital). It is important to add that human resource development is the key orientation to improving labor productivity as well as developing a good foundation for career development, and economic and social stability. Thus, the development of high-quality human resources and economic development is an inevitable trend and key requirement for countries under the BRI. Consequently, the BRI key policy goals such as policy coordination, facilities connectivity, unrestricted trade, financial integration, and the people-to-people bond become one of the fundamental stepping stones for the development of sustainable high-quality human resources and the economy of BRI countries.

Consequently, the objective of this conference is to provide a fertile academic environment for researchers and scholars to gather to discuss, share and put forward the current impact of BRI since its inception (10 Years of BRI) on the innovative development of High-quality human resources and economic of BRI nations and beyond. Scholars and researchers are thus invited to contribute to this International Forum as Keynote Speakers and participants not only to share and stimulate interest in the theme of the forum but also in other areas such as:

7. Mode of Participation

The conference will be held both online (through the ZOOM platform) for those outside China (who cannot join us in person) and in-person. The modalities and instructions for the virtual participation will be communicated to the registered participants about some weeks before the conference.
